अधिकारियों से जुर्माने की राशि वसूलने व कार्रवाई में छूट रहा पसीना

रवीन्द्र नाथ भैया : सूचना का अधिकार अधिनियम की अधिकारियों द्वारा धज्जियां उड़ायी जा रही है। ऐसे में यह अपने उद्देश्यों में विफल साबित हो रहा है। इसके एक नहीं सैकड़ों उदाहरण भरे पड़े हैं। और तो और सूचना मांगने वाले को आधी अधूरी जानकारी उपलब्ध करा अपने कर्तव्य की इति श्री कर ले रहे हैं।
ताजा मामला बिहार सोसायटी सुधार मिशन का है। जिले के आरटीआई कार्यकर्ता प्रणव कुमार चर्चिल ने मिशन से कुछ जानकारियां मांग थी। वे जानना चाहते थे कि आधी अधूरी सूचना देने या फिर सूचना नहीं देने के एवज में कितने अधिकारियों को जुर्माना किया गया? इनमें से कितने ने कोषागार में राशि जमा करायी? जिन्होंने राशि जमा करायी और जिन्होंने राशि जमा नहीं करायी पदनाम के साथ सूची की मांग की थी।
मिशन ने सूचना देने में टाल- मटोल का रवैया अपनाया। यह तो बताया कि इतने पर जुर्माना हुआ, इतनी राशि जमा करायी, इतने ने अबतक राशि जमा नहीं करायी। लेकिन अधिकारियों का नाम व पदनाम की जानकारी उपलब्ध नहीं करायी। और तो और राशि जमा नहीं कराने वाले के विरुद्ध क्या कार्रवाई हुई? नहीं हुई तो क्यों? इसकी भी जानकारी उपलब्ध नहीं करायी गयी है। ऐसे में यह पता लगाना संभव नहीं है कि आखिर इसके लिए जिम्मेवार कौन है?
अब सबसे बड़ा सवाल यह है कि आखिर ऐसे अधिकारियों को बचा कौन रहा है? इनमें से बहुतेरे ऐसे अधिकारी हैं जिन्होंने साक्ष्य को छिपाकर पदोन्नति प्राप्त कर ली है। इसे कहते हैं चोरी और सीना जोरी। ऐसे में सूचना का अधिकार बेमानी साबित होने लगा है तो सूचना मांगने वालों की किरकिरी हो रही है।
